Good question. Vo-Tech is a very general term: it can apply to anything from beauty school to heavy equipment operation to computer networking. It's unlikely that we (or anyone) will compile a list of every single type of vo-tech program in the world, so please don't consider this a complete list.

In the end, if you think there's some reason to doubt that we'd consider your program "vo-tech," just explain in your essay why you think it is. We're reasonable and unprejudiced with respect to different types of programs -- just make your case, and your application will likely be considered along with everyone
else's.
Exceptions? There are some. If you're attending a traditional four-year university or college, then this scholarship isn't meant for you -- even if you're studying some programs listed above, such as engineering, computer science, etc. If you're attending a four-year school, you can't apply for the Vo-Tech scholarships; the good news is, there are we offer plenty of other scholarhips you're eligible for.
